The Brazilian Congress will vote on a bill that forces every user and provider under its jurisdiction to identify every transaction. Should it pass, every time a Brazilian user sends an email, talks in a chat or comments in a blog, he will be tracked either by the provider, either by a government agency.

I love it when governments pass laws that are logically impossible to fully enforce. After-all, the state of Texas has laws against homosexuality, but hardly any officers are willing to crack down on gay couples because what they do is in private and the cops never know about it. There was also the US government's idea to tap all international phone-calls and emails. Too bad it didn't bring us any closer to capturing Bin Laden.
We almost had the same law in Serbia. Even if they had passed it, practically it would shut down itself after few weeks. Our civil rights are guaranteed by laziness of our police.
scary as is it is. Here in the North we didn't get a law like that. we got something called the Patriot act 3. version 4 would have looked to familiar to you. as for five. i shudder at the thought.
