On October 21, 2001, Mayor Rodrigo Duterte launched his now famous (infamous?) war against drugs by reading on television the names of 500 persons in his "drugs list":
"I am appealing to you to help us in our fight against the drug menace because it is already the country's national security threat". The Mayor told the people whose names he had just read. He called them persons who "can help in the drive against the city's drug problem" and asked them to be his "partners in solving the drug menace by the end of December, 2001".
It was soon after this public warning that the name Davao Death Squad (DDS) gained currency in the media. Many of those in the list of 500 fled the city; many more who persisted in the drugs trade were shot to death in the city streets by motorcycle-riding gunmen using a .45 caliber pistol, the trademarks of execution.
