President Bush signed the Department of Homeland Security Appropriations Act for Fiscal Year 2007 in Scottsdale, Arizona, including 1.2 billion USD to construct a security fence along part of the southwest border with Mexico. However, T.J. Bonner, president of the union that represents Border Patrol agents, said fencing would prove ineffective in deterring illegal crossings. "It's a waste of money and it's a false promise," he said. "People are going to expect results and they're not going to see results and they're going to become frustrated."
